Requirements for the Oakland City ID Prepaid MasterCard®.

Proof of Identity.

City residents wishing to utilize the optional banking services must provide one of the following documents displaying your PICTURE, ADDRESS, DATE OF BIRTH and EXPIRATION DATE or your Social Security Card:
  1. Current US Passport 
  2. US Permanent Resident Alien ID Card ("Green Card")
  3. Current US Driver License 
  4. Current US State Issued ID
  5. Current US Military Service ID
  6. Current US Tribal ID Card
  7. Current Mexican Matricula Consular Identification Card
  8. Any other US Government  issued ID which is current and contains a photograph
  9. Current Foreign Passport  (OFAC countries prohibited)

City residents wishing to use the card primarly as an identification card can apply using any of the following additional documents:

  1. Foreign Government Issued National ID Card
  2. Foreign Passport
  3. Foreign Driver License
  4. Foreign Military Service ID
  5. Consular Identification Card

Proof of residency.

One of the following documents containing the applicant's name and residential address within the City of Oakland and dated within the last 30 days:

  1. Utility or services bill. 
  2. Local property tax statement
  3. Mortgage payment. 
  4. Bank account statement
  5. Employment pay stub.
  6. Jury Summons or court order
  7. Federal or state income tax or refund statement
  8. Insurance bill. 
  9. Proof of a minor currently enrolled in a local school 
  10. Written verification by a City funded homeless shelter, hospital, health clinic or social services agency of at least 15 days of residency.

If a certified copy of a marriage certificate is presented at the time of application, an applicant may prove residency using documents bearing the name of his/her spouse.  The card's optional financial services are available ONLY to applicants 18 and older. Applying for the Oakland City ID card does not constitute a guarantee of applicants's eligibility for financial services.
